Pennsylvania Swift Water Rescue Course & FEMA Approved Courses Overview

In a time of interoperability and National Standards the Pennsylvania Fish & Boat Commission’s water rescue program has been recognized by FEMA as nationally recognized training. Training to fit the needs of any agency; Awareness Level for the responding officer to Operations/Technician courses for advanced or team response. Break out session to familiarize attendees with the program and how to attain the training through the FEMA catalog.

Corey Britcher

Colonel, Pennsylvania Fish & Boat Commission, Bureau of Law Enforcement

Colonel Corey Britcher has been the director of the PFBC’s Bureau of Law Enforcement for the last seven years. He has been with the agency for 22 years serving as a WCO in the busy Southern Huntingdon (Raystown Lake) district before promoting to Sergeant and then Captain in the Southcentral Region. A strong advocate for the Recreational Boating Safety and Water Rescue programs, both were moved under his purview in a recent agency reorganization. As part of this reorganization, COL Britcher serves as Pennsylvania’s Boating Law Administrator and currently chairs NASBLA’s Law Enforcement and Training Committee. He was recently recognized by the Higgins & Langley Memorial Awards Committee with an award for Program Development for the PFBC SWERT (Swift Water Emergency Response Team). Other accolades include the Agency’s Officer of the Year, Top Gun, Life Saving, and Outstanding Service awards.

Larry Furlong is an Assistant Bureau Director of Law Enforcement for the Pennsylvania Fish and Boat Commission. His duties include direct supervision of the three southern region Captains, TAC officer for the CLEAN/JNET usage for the agency, and the bureau’s quartermaster. Specialized duties include Commander for the PA Fish and Boat Commission Swiftwater Emergency Response Team as well as a member of the PA HART, the International Association of Water Rescue Professionals, National Association of State Boating Law Administrators and the Governor’s Advisory Council for Veterans Services. He graduated from the police academy in December of 2001 and from the PA Fish and Boat Commission academy in August of 2002. His first patrol zone was Central Allegheny County which included the Three Rivers in Pittsburgh. In 2011, he was promoted to the rank of Sergeant where he directly supervised 13 field officers. In 2013 he was promoted to Lieutenant Colonel. He is a husband, a father, a musician, an Eagle Scout and a US Navy Veteran.
