Development of a National Standard –Investigative Training for Boating Incidents
This session reviewed NASBLA 500-2022: Investigative Training for Boating Incidents, a new consensus-based standard created following ANSI’s (American National Standards Institute’s) Essential Requirements: Due process requirements for American National Standards. Completed with USCG-grant support, the new Standard covers components for the training of boat incident investigators as identified by federal, state, industry, training program, and field practitioner representatives.

Boating Law Administrator
Tennessee Wildlife Resources Agency
On September 18, 2024, Lieutenant Colonel Matt Majors, Boating Law Administrator for Tennessee, was elected to the National Association of State Boating Law Administrators (NASBLA) Executive Board for the 2024-2025 term.
Lt. Col. Majors has been with the Tennessee Wildlife Resources Agency (TWRA) since 2002. Over his 23 years of service to the citizens of Tennessee, he has held various roles, including wildlife officer, boating officer, lead wildlife officer, statewide boating investigator, and currently, Lieutenant Colonel of the Boating & Law Enforcement Division.
In addition to his work with TWRA, Lt. Col. Majors has served as the NASBLA National Boating Incident Investigation Instructor and Program Manager. Over the past six years, he has trained officers across the United States and internationally. During his tenure, he has investigated hundreds of boating-related incidents, leading to the successful prosecution of numerous felony and misdemeanor offenses.
Lt. Col. Majors is a nationally certified instructor in boating under the influence (BUI) detection and apprehension and GPS forensics. He is passionate about advancing training in boating crash investigation and BUI detection, traveling worldwide to equip conservation officers and marine police officers with the latest techniques. He also leads NASBLA’s staged boating collision project, which studies collision dynamics and occupant kinematics to enhance understanding of waterway crashes.
Majors is a past chair of NASBLA’s Enforcement & Training Committee and currently serves on the American Boat and Yacht Council’s (ABYC) Board of Directors.
In 2021, he graduated from the NASBLA Recreational Boating Safety (RBS) Leadership Academy. He was elected to the NASBLA Executive Board in 2024 and is currently serving his first term as a board member.

Pam Dillon

Paddlesports Trade Coalition
Pam is a Certified Association Executive currently serving as Paddlesports Trade Coalition staff under a service agreement with NASBLA. Pamela Dillon previously staffed the National Boating Education Standards Panel and the Education Committee. She co-authored the Third Edition of “The Guide for Multiple Use Waterway Management.” With her husband, Virgil Chambers, she is Program Co-Manager of the Inland Boat Operation and Marine Patrol Fundamentals Train-the-Trainer course and Methods of Instructor course under NASBLA’s Boat Operation and Training (BOAT) program.
Previously, Dillon served as boating law administrator for the state of Ohio, retiring in 2011 as chief of the Ohio Department of Natural Resources Division of Watercraft. Dillon served as executive director of the American Canoe Association from 2002-2007. In addition, Dillon served two terms as an appointed member of the National Boating Safety Advisory Council is a recipient of the U.S. Coast Guard’s Distinguished Public Service Award.
