Oregon’s Non-motorized Waterway Access Program

In 2010, the Oregon State Marine Board embarked on strategic mission to engage the non-motorized boating community that was so rapidly changing the face of recreational boating in Oregon. Though paddlers have always found Oregon’s quiet waters attractive, the sheer growth in numbers since around 2000 was leading to user conflict, crowding and an increasing number of fatalities. Three iterations of advisory groups eventually resulted in a new law being passed in 2019, which began its implementation in 2020. Listen in on this presentation to learn about Oregon’s non-motorized boating Waterway Access Program, how it was developed and how it is now being implemented.

Randy Henry

Boating Law Administrator, Oregon State Marine Board

Randy Henry is the manager of the Oregon State Marine Board’s boating safety program. Henry has been the Boating Law Administrator for Oregon since 2013, but has been with the agency since 1999. He is a native Oregonian, an avid boater, and a licensed captain. In his post as the boating safety program manager, he manages contracts with 32 county sheriffs’ offices and the Oregon State Police to deliver marine patrol services across the state of Oregon. His program delivers the state’s boater education program, law enforcement training, waterway management and Oregon’s Outfitter Guide and Charter Boat Programs. He is a past president of the Western States Boating Administrators Association (WSBAA), and past board member of the National Water Safety Congress (NWSC) and the Association for Conservation Information (ACI).

Janine Belleque

Boating Facilities Program Manager, Oregon State Marine Board

Janine Belleque is the boating facilities program manager for the Oregon State Marine Board where she administers six state and federal boating-related grant programs, as well as manages a technical assistance program that can provide land and water survey, design, engineering, permitting and planning assistance to boating facility owners.   

Belleque works integrally with federal, state, county, city, port, park districts, boating clubs, organizations, individuals and Tribal government to develop, construct, replace and renovate recreational boat access. Additionally, she has served on the Board of Directors for the States Organization for Boating Access (SOBA) since 2013 and is currently the Past President. She was also appointed to the federal Sport Fishing and Boating Partnership Council (SFBPC), a federal advisory committee to the Secretary of the Interior from 2013-2020.
