Sharing the Waterways & Conflict Management

A challenge identified in the U.S. Coast Guard Strategic Plan states, “RBS program management activities need clear direction for the next wave of effective implementation.”It further reads,“Some policy and regulatory interventions and requirements are outdated. Laws and policies must be continuously reviewed and if necessary, revised to accommodate advances …”.This presentation will review current practices of waterway management and policy development, and look at a direction forward to improve application, acceptance, and compliance with best practices to address user conflict and safety.

Pam Dillon

Staff Director

Paddlesports Trade Coalition

Pam is a Certified Association Executive currently serving as Paddlesports Trade Coalition staff under a service agreement with NASBLA. Pamela Dillon previously staffed the National Boating Education Standards Panel and the Education Committee. She co-authored the Third Edition of “The Guide for Multiple Use Waterway Management.” With her husband, Virgil Chambers, she is Program Co-Manager of the Inland Boat Operation and Marine Patrol Fundamentals Train-the-Trainer course and Methods of Instructor course under NASBLA’s Boat Operation and Training (BOAT) program.


Previously, Dillon served as boating law administrator for the state of Ohio, retiring in 2011 as chief of the Ohio Department of Natural Resources Division of Watercraft. Dillon served as executive director of the American Canoe Association from 2002-2007. In addition, Dillon served two terms as an appointed member of the National Boating Safety Advisory Council is a recipient of the U.S. Coast Guard’s Distinguished Public Service Award.

Gary Klein

Captain, Florida Fish & Wildlife Conservation Commission

Captain Gary Klein works for the Florida Fish and Wildlife Conservation Commission’s (FWC) Division of Law Enforcement and is responsible for the Waterway Management team within the Boating and Waterways Section. He has served in this capacity since 2013. Gary was selected as Florida’s Boating Law Administrator in 2017. Previously, he served as a field Captain responsible for FWC’s law enforcement operations in Nassau, Duval (Jacksonville), Clay, Bradford and Baker Counties within Florida for seven years.

With more than 25 years of fish, wildlife and boating law enforcement experience, his current professional role includes oversight of Florida’s waterway management efforts. This involves coordinating with other state, local and federal agencies on boating restricted areas, participating in the development of state and federal boating-related legislation, and consensus-building with a wide variety of stakeholders.

Prior to joining the FWC, Captain Klein obtained a Bachelor’s degree in Political Science from the University of North Carolina—Chapel Hill.While serving as an Officer with FWC, Captain Klein completed law school at Florida State University. He then served as a prosecutor in the 4th Judicial Circuit (Jacksonville).

Originally from the Outer Banks of North Carolina, Gary has now lived in Florida for the last 28 years.

Larry Meddock

Water Sports Industry Association

Larry Meddock has been in the Water Sports Industry for over 50 years. He began his career in San Diego as the product manager for Cut’N Jump Water Skies in 1971. Cut’N Jump was one of two manufacturers that produced vinyl dipped Ensolite water ski jackets. These USCG approved three buckle Life Jackets were the state of the art of its day. Larry left Cut’N Jump for a brief stay in the motion picture industry and became the technical director for the Walt Disney movie, Freaky Friday. From there Larry was recruited to become the director of marketing for Correct Craft Boats in Florida. Larry became VP of Marketing and Special Events and had a successful career at Correct Craft for 26 years. After Larry’s retirement in 2004, he became the Executive Director of the Water Sports Industry Association. Mr. Meddock is currently the Chairman of the WSIA. During the next 17 years of his leadership in the WSIA he became a member of The National Boating Safety Advisory Council (NBSAC). He held that seat for 6 years. The WSIA is the premier trade association for all towed water sports. Its current membership includes the who’s who of all sport specific towboats and equipment manufacturers that are designed for towed water sports. Larry was also a member of UL’s STP committee on Life Jackets. The WSIA is an active member of NSBC and NASBLA. The WSIA produces three trade shows per year, one in late Summer in Florida as part of Surf Expo, one in the early Fall of Florida called the Parasail Operators Symposium and one in the winter called The WSIA Summit. Larry enjoys building and flying RC airplanes and helicopters and playing tennis on his days off."
